Jon Anderson formed AP Development LLC and Anderson Partners LLC in January of 2010. Prior to forming the firm, Mr. Anderson was a partner at two large Indianapolis law firms and in-house counsel for a multi-national corporation.

Mr. Anderson concentrates his real estate development work in historic rehabilitation, and urban revitalization and brownfield redevelopment. AP Development LLC has more than $200 million and nearly 1,000 units of affordable and market rate housing under construction or in development. AP Development LLC is a diversified real estate development company, including affordable and market rate housing, hotels, mixed-use projects using a variety of tax credits, incentives and financing structures.

As legal counsel, Mr. Anderson concentrates his practice in community revitalization, including private investment utilizing New Market Tax Credits, Rehabilitation/Historic Tax Credits, Low Income Housing Tax Credits and state tax credits and incentives, working with developers, contractors, lenders, investors and general partners in a variety of transactions involving community revitalization, historic rehabilitation and affordable housing. Mr. Anderson has also represented clients in construction and permanent financing and the acquisition, development and disposition of commercial, office, retail, industrial and residential developments. Projects have also included other types of public funding, including HOPE VI, AHP, HOME, CDBG, HUD and state tax credits and grants.

Mr. Anderson has closed in excess of 300 tax credit transactions since 1998, many of which included layered finance and a combination of tax credits, creating more than 10,000 affordable housing units and supportive facilities such as charter schools, public facilities and mixed-use developments. Mr. Anderson has also obtained, structured and closed more than $200 million in tax-exempt multi-family mortgage bond financing transactions. Mr. Anderson works throughout the country, including projects in Wisconsin, Illinois, California, Minnesota, Oklahoma, Florida, South Carolina and other states.

Mr. Anderson is a 1996 graduate of the Indiana University School of Law – Indianapolis and a 1993 cum laude graduate of Indiana State University (History and Political Science).

Working in the public and private sectors, Mr. Rueff has practiced community economic development in urban and rural areas across the nation for more than 30-years.  His extensive real estate development experience was recognized with his invitation to become a Counselors of Real Estate (CRE) in 2018.   He has used his skills to assist with real estate planning and pre-development; perform market assessments and real estate site economic analysis to determine project development viability of various financial scenarios; managing and coordinating partnerships with private businesses, public agencies, and nonprofits to find the right fit to create public-private partnerships to complete real estate and economic development projects.

He joined AP Development LLC (APD) and Anderson Partners LLC (AP) in April of 2021.  In this role with APD and AP, he will enhance the firm’s growth to find and develop transformative real estate projects.  APD’s goal is to work with communities to transform underutilized property such as vacant historic buildings, industrial properties, and brownfields by finding viable adaptive reuses of the real estate to meet community needs and market demand.  This often involves building a project “capital stack” that requires the use of innovative financial programs such as Low-Income Housing Tax Credits, Historic Tax Credits, New Market Tax Credits, Tax Increment Financing, tax abatement, or other governmental programs that fill a project funding gap.  This requires creative problem solving and collaboration on a shared vision between public and private sectors to build a trusted partnership to successfully redevelop underutilized real estate. 

Mr. Rueff ‘s extensive experience in community economic development of managing hundreds of local development projects worth more than two billion dollars has been recognized by others:

Mr. Rueff is a 2000 graduate of the Indiana University O’Neil School of Public and Environmental Affairs with a concentration in Public Management and a 1982 graduate of Grinnell College (Political Science).  

He lives in Indianapolis where over the years he has served on numerous civic boards.  Most recently, he served twelve years on the board of Westminster Neighborhood Services on Indianapolis’ near east side. 


Daniel Boecher

For the past twenty years, Mr. Boecher has developed skills in all aspects of real estate development. This ranges from single family renovations to adaptive reuse of a 100-year-old historic hotel. With experience in both public and private sectors, commercial lending, and asset management, Dan’s background allows him to use these skills in project management so APD can fulfill its mission of finding and developing transformative real estate projects.

APD’s resume of historic renovation involving adaptive reuse is enhanced by Dan’s most recent experience which involved converting a former apartment building into a Hilton-flagged boutique hotel-the first historic hotel in the region. The project involved historic tax credits as well as multiple layers in the remaining capital stack.

Dan assists in all aspects of the pre-development process and project management for APD’s projects and will run point on the oversight of projects once under construction.

He has been in community leadership for twenty + years and currently serves as President of the City of Elkhart Housing Authority Board of Commissioners, a member of the City of Elkhart Plan Commission and a member of the board of directors of the Elkhart County Historical Society. Dan is a 1992 graduate of Kalamazoo College (BA).
